DUTIES: At full performance, this person will analyze current systems, processes, and technologies to identify opportunities for improved automation using state-of-the-art technologies.

Through the application of business process re engineering principles, determines where existing Human Services processes and systems can be improved, and provides recommendations for change to the NPSC Senior Leadership, managers and the user community, to ensure that NEMIS reflects the best and most up-to-date approach to efficient and accurate application processing.

Works independently with representatives of the FEMA Regional Offices, FEMA Headquarters, other Federal agencies, private voluntary organizations, and other entities involved in disaster relief to identify processing requirements, problems, and opportunities, ensure that NEMIS conforms to all requirements, and in cases in which differences of opinion exist, negotiate with all concerned to develop acceptable solutions.

Analyzes research findings and conveys analysis through independently prepared technical papers, briefings, and reports, which are presented to the working group chair, NEMIS steering committee, and managers.

Performs thorough analysis of business processes to identify areas for improvement, and potential audit weaknesses, and makes recommendations for remedies.

Works independently and directly with information technology experts to assure that system requirements are fully understood by the computer programmers and system builders. Solicits and analyzes feedback from the IT experts to identify areas where the implementation of certain system specifications may be problematic, and provides recommendations to the working group chair. These recommendations may take the form of changes to the original system specifications or changes to the scope of delivery schedules of the system development contacts. Accordingly, such recommendations can substantially affect the performance and cost of the system.

Tests and analyzes deliverable from the IT developers to determine conformance with specifications. Organizes ad-hoc groups of subject matter experts and end users from locations through FEMA and various other agencies in order to accomplish the most thorough testing possible as well as to assure familiarity with the system and "buy-in" from all concerned. Assures that all system performance problems reported by end users in the course of testing or actual processing operations are recorded, verified, and analyzed; that a priority for correction is established; and that such corrections are accomplished accurately and on time.

Provides thorough, regular reports to all interested partied in FEMA and other agencies on the progress of NEMIS-HS development. Provides authoritative answers to all end users and program policy experts on current and anticipated system performance.

Develops end-user training materials and specifications for associated computer help screens. Delivers training personally or works independently with outside trainers to assure completeness and accuracy of course content. Identifies discrete user groups in order to focus training efforts appropriately. Provides end users with on-scene technical assistance in actual disaster operations.

Works independently with experts from FEMA's Office of Financial Management and Office of the Inspector General to assure that the NEMIS meets all current and anticipated requirements for security, financial controls, and management controls.

Briefs NPSC, Headquarters and Regional users on new and planned NEMIS functionality.

Provides the working group chair with the most authoritative recommendations available regarding the acceptance or rejection of system deliverables.

BASIS OF RATING: If the applicant meets the minimum qualifications, he/she will be given the minimum earned rating of 70 points. Applicants will then be rated by a rating panel, a subject matter expert, or Human Resources Specialist as determined by the Agency designee at the time of the rating. A maximum of 30 points may be awarded for KSA responses. The minimum earned rating plus the earned rating for all the KSAs will be combined to arrive at the total earned rating. Eligible veterans who meet established criteria will receive additional points (5 or 10) added to their total score as a result of their military service as appropriate. The applicants with the highest scores will be referred to the selecting official for possible selection.

CONDITIONS OF EMPLOYMENT AT FEMA

 

EMERGENCY ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an emergency. Major Duties and Responsibilities:

The incumbent provides both technical support and database management support to the TRO. The incumbent performs work involving the use of computer technology for a wide variety of administrative and/or scientific applications which typically use commercial general-purpose computers in a wide variety of sizes and configurations including stand-alone and networked personal computers. The incumbent plans, designs, analyzes, acquires, documents, tests, implements, integrates, maintains, or modifies computer systems or software. The incumbent provides technical support on various assignments, projects, and problems to be solved, actionable events, milestones, and/or program issues.

The incumbent serves as a database analyst and database administrator for the TRO Informatics Office on projects involving the analysis, development and management of data. Maintains and develops data models as well as data dictionaries and edit systems for metadata management using MS Access, SharePoint, Oracle and Sybase Standard Query Language (SQL), and other high level database systems.

The incumbent develops, creates and maintains variety of databases ranging in type and scope from localized user-administered databases in Access, to advanced database systems housed on Oracle or SQL Server. Plans, coordinates and conducts the installation, testing, operation, troubleshooting, and maintenance of databases and front-end software to database systems. Manages accounts, rights, access to database systems and equipment, and administers associated passwords. Monitors the performance, capacity, availability, serviceability, and recoverability of installed database systems through the application of vendor or locally designed manuals, guidelines, policies and/or procedures. Resolves specific database and front-end software problems. Evaluates impacts of new technologies on current systems and policies. Assesses performance and effectiveness of new or substantially modified systems.

2-YEAR CORE: This position is being announced under FEMA'S 2-year Katrina CORE (Cadre of On-Call Response/Recovery Employees) Program. These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments.

Depending on the level of disaster activity, the incumbent is subject to release to a non-pay status and recall to duty to meet fluctuating work requirements. Travel to disaster areas may be required with very short notice at any time of the year. Employees agree to accept (1) emergency assignments other than those specified in the position; (2) to work overtime as necessary, with little scheduling flexibility; and, (3) if released to a non-pay status, to report when recalled within 48 hours or agree to immediate separation from service.
