DUTIES:


This position will be located at FEMA Staging Areas where Federal assets are located and managed throughout the nation. The incumbents will work for the LA-TRO Director. The incumbent is charged with planning, managing, directing, and coordinating all logistics operations at a large FEMA THSA. This will include property accountability, property disposal, transportation and movements, inventory and other logistics management functions, as well as facilities management, and equipment maintenance. Incumbent will be responsible for coordinating operations with Individual Assistance (MHOPS), GSA, and other FEMA organizations on a daily basis.

Major Duties and Responsibilities:

The incumbent will provide management, direction and guidance to a specialized logistics staff responsible for the property accountability, inventory, maintenance, movement, and disposal of FEMA assets at a large staging area. Incumbent is responsible for coordination and integration of numerous activities and functions into an overall efficient and effective staging area logistics operation by providing clear goals and objectives to subordinates. Responsibilities will include oversight and management of assets and property accountability with a value of over $200M, an annual O&M budget of over $9M, and an inventory of over 10,000 property items, property disposal, transportation and movements of assets, and a large organic fleet, as well as facilities management of warehouses and repair facilities, equipment and vehicle maintenance, fleet management of a large vehicle fleet, and other related ground support equipment, and other logistics management operations. This includes activities such as facilities and property management, property accountability, inventory management, transportation, quality assurance, maintenance and property disposal, communications, and site safety, plus a robust sales and disposal program. Individual will be responsible for managing the on site logistics operations, and could be tasked with coordinating and assisting with locating and recovering FEMA assets at off-site locations. Incumbent will ensure reports to the THSA State Coordinator, and other offices as required, are submitted accurately, and in a timely manner to meet report requirements. Plans and establishes general workflow, methods, and schedules as assigned. This individual will be required to prepare staffing plans and work schedules, and will be responsible for resolving conflicts in scheduling, and personnel issues as they arise. Responsible for plans and schedules for all related actions as required by delays or changes to logistics requirements.

The incumbents perform all other Duties and Assignments as required.

CONDITIONS OF EMPLOYMENT AT FEMA

 

EMERGENCY ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the employee`s official position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress.
