DUTIES: These positions are located in the Biloxi, MS Transitional
Recovery Office (TRO) in Mississippi.
Major Duties and Responsibilities:
This position serves as an Operations Planning Specialist for the
Transitional Recovery Office (TRO) supporting disaster relief, recovery and
planning efforts. Responsibilities include, but are not limited to;
developing detailed emergency plans and procedures at the TRO to provide
emergency assistance to save lives protect property, and address public
health, safety issues during catastrophic emergencies. Under the guidance of
Operations Section Chief, develops and coordinates Federal emergency plans
and requirements for response to all potential contingencies that could
result in the need for substantial Federal response. Conducts complex studies
requiring application of advanced analytical and statistical methods and
techniques. Coordinates extensively with managers in the development of
resource strategies for presentation and briefings. Oversees the adequacy and
timeliness of program emphasis, schedules, priorities, and objectives
associated with emergency analysis and planning. The incumbent formulates
plans for TRO activities and identifies the need for resources. The incumbent
may lead meetings and make presentations to VIPs and other officials as
directed. The Operations Planning Specialist is responsible for the
collection, analysis, dissemination, and use of information about the
development of the incident or long-term recovery activities and the status
of resources. Information is needed to: (1) Understand the current situation,
(2) Make projections of probable course of incident/long-term recovery
events, and (3) Develop and prepare alternative strategies, contingency and
other plans to control operations for the incident. The incumbent is
responsible for the development of "Action Plans" to provide all
supervisory staff with direction for measurable, tactical operations and
actions to be implemented within an Operational Period. The incumbent’s
responsibilities include gathering, analyzing and dissemination information;
compiling "Action Plans"; developing a written Incident Action
Plan, and ensuring that information is shared effectively. The incumbent is
also responsible for maintaining incident documentation and tracking
resources assigned to the incident. The incumbent also prepares plans for
demobilization of staff and resources as Transitional Recovery operations
proceed toward closeout. The incumbent prepares short- and long-range
planning guidance in accordance with TRO policies and objectives, and
analyzes areas under the purview of the Planning Section for effectiveness,
efficiency, and productivity. The incumbent participates in
inter-/intra-agency meetings with other Federal, State, and local agencies or
organization, and coordinates with other managers and staff of other DHS/
FEMA offices, as well as other Federal, state and/or local agencies. The
incumbent will collect information, verify and validate facts, prepare and
distribute transition, contingency, operations, demobilization and ad hoc
plans as required in support of long-term recovery activities and
requirements. Primary documents produced under the direction of the
Operations Planning Specialist included Continuity of Operations, Strategic
Time Lines, Staffing Charts, Action Plan with tasks, and Ad-Hoc plans. The
Operations Planning Specialist may assist in facilitating meetings, assisting
in briefing executive level managers, proposing guidelines for implementation
of branch and unit plans and objectives. The incumbent must also be an
articulate speaker with the ability to brief executive level managers on
plans implementation value-added processes and or projects when required. The
incumbent responds to basic disaster assistance program questions or identifies
the appropriate referral source.
The incumbents perform all other Duties and Assignments as required.

QUALIFICATION
REQUIREMENTS: Applicants must meet the minimum qualification requirements

that one year of specialized experience equivalent to the next lower grade in
the Federal service is required. Specialized experience is experience which
is in or directly related to the line of work of the position to be filled

officials as directed; this includes producing and presenting a briefing
presentation in a limited time frame.
5. Demonstrated skill in written and oral communication to prepare and
present material for briefings; to write reports and correspondence; and to
negotiate effectively to gain acceptance of recommendations and policies.
6. Demonstrated knowledge of development of contingency plans to provide all
supervisory staff with direction for measurable, tactical operations and
actions in response to all potential contingencies that could result in the
need for substantial Federal response.
CONDITIONS OF
EMPLOYMENT AT FEMA
EMERGENCY
ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event
of an emergency. This service may require irregular working hours, work at
locations other than the official duty station, and may include duties other
than those specified in the employee`s official position description.
Selectee must be able to relocate to emergency sites with little advance
notice and function under intense physical and mental stress.
REGISTRATION
FOR SELECTIVE SERVICE: The Defense Authorization Act of 1986 requires
that all male applicants born after 12-31-59, who are required to register
under the Military Selective Service Act, be registered or they are not
eligible for appointment within this Agency.
CITIZENSHIP:
Under Executive Order 11935, only United States citizens and nationals
(residents of American Samoa and Swains Island) may compete for civil service

DRUG

DIRECT
DEPOSIT: Mandatory Direct Deposit/Electronics Funds Transfer (DD/EFT) for
salary payment is a condition of employment at FEMA. Selectee will be
required to participate in DD/EFT.
2-YEAR CORE: This position is being announced under FEMA'S 2-year Katrina
CORE (Cadre of On-Call Response/Recovery Employees) Program. These positions
are authorized under P.L. 93-288 to perform temporary disaster work and are
funded from the Disaster Relief Fund. Appointments are excepted service,
temporary appointments.
Depending on the level of disaster activity, the incumbent is subject to
release to a non-pay status and recall to duty to meet fluctuating work
requirements. Travel to disaster areas may be required with very short notice
at any time of the year. Employees agree to accept (1) emergency assignments
other than those specified in the position; (2) to work overtime as
necessary, with little scheduling flexibility; and, (3) if released to a
non-pay status, to report when recalled within 48 hours or agree to immediate
separation from service.
