DUTIES:
This position is located at the Transitional Recovery Office (TRO) in Baton
Rouge, LA.
The incumbent serves as the Occupational Safety and Health (OSH) technical specialist
for the Louisiana Transitional Recovery Office in Baton Rouge, LA, including
OSH operations related to fleet motor vehicle operations, material handling,
warehouse operations and Emergency Housing Unit Site safety.
The incumbent is responsible for creating occupant emergency plans, and site
specific safety plans. Monitoring the operability of fire alerting/suppression
systems, emergency egress and infrastructure in existing facilities;
identifying unsafe conditions and working with GSA representatives to ensure
safety deficiencies are corrected. Evaluating safety and quality of life
conditions at proposed facilities and other FEMA sites and facilities and other
safety-related matters in a variety of leased facilities and environments.
The incumbent conducts training in a number of safety disciplines including
vehicle operator training, forklift operations, materials handling, first
aid/CPR, supervisory safety and newcomers orientation.
The incumbent develops and maintains comprehensive records for facility
inspections, accident/illness/injury reports, and other safety and health
files, and investigates employee complaints of unsafe or unhealthy working
conditions in accordance with OSHA requirements.
The incumbent performs safety and health inspections of facility workplaces and
operations and maintains required documentation. The incumbent recommends
interim protective action, maintains an abatement log, and tracks hazard
abatement actions. The incumbent will respond to accidents, illnesses, traumatic
injuries and other site emergencies, including severe weather. The incumbent
will participate in coordinating evacuation/emergencies and in training drills
for site employee evacuations. The incumbent is responsible for all required
records and reports for said emergencies.

QUALIFICATION
REQUIREMENTS: Applicants must meet the minimum qualification requirements

one year of specialized experience equivalent to the next lower grade in the
Federal service is required. Specialized experience is experience which is in
or directly related to the line of work of the position to be filled and which

KNOWLEDGE,
SKILLS, & ABILITIES (KSAs):
1. Comprehensive knowledge of Occupational Health and Safety (OHS) principles,
laws, regulations, standards, practices, and precedents to plan, develop,
implement, coordinate, and evaluate OSH programs to ensure a safe and healthy
work environment and protect equipment and facilities in an evolving recovery
environment.
2. Ability to effectively interact with employees, supervisors and management
on all safety matters, including experience conducting training in a variety of
safety disciplines including vehicle operator training, forklift operation,
occupant emergency plans, supervisor safety and newcomers orientation.
Experience evaluating safe work practices, performing change analysis and
working closely with employees to develop effective Job Hazard Analyses.
3. Ability to serve as the OSH technical specialist during meetings with the
Chief of Staff, Emergency Housing Unit Managers and Field Office Directors in
the areas of electrical systems safety, fire prevention, emergency plans, fire
alerting/suppression systems, safety awareness, life safety, facility safety
inspections, ergonomics, and air quality
4. Knowledge of the agency Incident Command System, hurricane preparations,
evacuation plans and disaster recovery operations. Skill interacting with other
agencies and departments during recovery operations including debris removal,
heavy construction, asbestos and mold remediation
CONDITIONS OF
EMPLOYMENT AT FEMA
EMERGENCY
ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an
emergency. This service may require irregular working hours, work at locations
other than the official duty station, and may include duties other than those
specified in the employee`s official position description. Selectee must be
able to relocate to emergency sites with little advance notice and function
under intense physical and mental stress.
REGISTRATION
FOR SELECTIVE SERVICE: The Defense Authorization Act of 1986 requires that all
male applicants born after 12-31-59, who are required to register under the Military
Selective Service Act, be registered or they are not eligible for appointment
within this Agency.
CITIZENSHIP:
Under Executive Order 11935, only United States citizens and nationals

DIRECT
DEPOSIT: Mandatory Direct Deposit/Electronics Funds Transfer (DD/EFT) for
salary payment is a condition of employment at FEMA. Selectee will be required

This position is being announced under FEMA'S 2-year CORE Program (Cadre of
On-Call Response/Recovery employees). These positions are authorized under P.L.
93-288 to perform temporary disaster work and are funded from the Disaster
Relief Fund. Appointments are excepted service, temporary appointments.
Depending on the level of disaster activity, the incumbent is subject to
release to a non-pay status and recall to duty to meet fluctuating work
requirements. Travel to disaster areas may be required with very short notice
at any time of the year. Employees agree to accept (1) emergency assignments
other than those specified in the position; (2) to work overtime as necessary,
with little scheduling flexibility; and, (3) if released to a non-pay status,
to report when recalled within 48 hours or agree to immediate separation from
service.
